Use painters masking tape and cord that does not stretch.

Wrap the cord around the head where hairline would be and fasten both cord ends with masking tape.
Cord ends should overlap. Mark small dot on both cords.

Fasten second cord across the head.

Mark small dots where cords cross on forehead and nape of the head.

Now you have marked two most important measurements of your dolls head quite precisely!

Now take the cords off and measure distances between dots with ruler.
